Dit is wat er in El Paso is gebeurd, volgens meerdere bronnen die op de hoogte waren: Het Pentagon was van plan een krachtige laser tegen drones in te zetten zonder eerst goed overleg te hebben gepleegd met de FAA over de mogelijke risico's voor civiele vluchten. Het Pentagon test deze technologie al een tijdje in meer afgelegen gebieden en functionarissen van de FAA en het Pentagon zouden elkaar op 20 februari ontmoeten om de mogelijke gevolgen en risicobeperkingsmaatregelen voor een test met het lasersysteem te bespreken. Maar om onduidelijke redenen (mogelijk was er een drone-incident, wat meerdere keren per 24 uur kan voorkomen) wilde het Pentagon het systeem eerder rond El Paso inzetten, waardoor de FAA een tijdelijk vliegverbod instelde totdat er goed overleg had plaatsgevonden. Het 10-daagse verbod zou op 21 februari aflopen, één dag na de geplande ontmoeting tussen het ministerie van Defensie en de FAA. De FAA heeft het Witte Huis niet laten weten dat het luchtruim werd gesloten.

Drones van een Mexicaans drugskartel hebben het Amerikaanse luchtruim geschonden, zo vertelde een functionaris van de regering aan CNN. Dit leidde tot een tijdelijke sluiting van het luchtruim boven El Paso, Texas, die inmiddels is opgeheven.
