Das Pentagon testet diese Technologie bereits seit einiger Zeit in abgelegeneren Gebieten, und Vertreter der FAA und des Pentagons sollten sich am 20. Februar treffen, um die potenziellen Auswirkungen und Gegenmaßnahmen für einen Test des Lasersystems zu erörtern. Aus ungeklärten Gründen (möglicherweise gab es einen Drohnenangriff, die innerhalb von 24 Stunden mehrfach vorkommen) versuchte das Pentagon jedoch, das System in der Nähe von El Paso früher einzusetzen, woraufhin die FAA eine vorübergehende Flugbeschränkung verhängte, bis eine ordnungsgemäße Abstimmung erfolgen konnte.
